Sounds like a sane and well thought out policy to get rid of Visa overstays. Target the offenders from the countries that have the largest percentage...as opposed to one country aka Canada.
And the fact they are poor boo hoo etc. shouldn't matter at all, the fact is we shouldn't be allowing in the poor rif raff of the world to the U.S. we need to be cherry picking the Top flight immigrants only to make sure we Maintain our high status and to make sure that those countries don't ever advance.
