It couldn't be legally proved because the parents were street wise enough to not cop to it. The court still perceives the child to need safety. That's a fact. Why? The DA is deeply concerned about the child. Why? What was and what can be proved when the victim is 3 versus 13, 23, etc. is impossible. What I was told was based on clinical observation by a experienced health care provider who had its' intuition, but if the parents never admitted it, its' conjecture was meaningless. She could have done it. There could have been an accident. What was probable often isn't provable. Get it yet?
