and form can matter. I can see an employer saying that it's not worth making an investment in a potential employee that may suddenly be adjudged to be "illegal". Even if they weren't punished for the time that they employed them, they would lose the investment in the employee's training and development.

Tough spot to be in for both the DACA person and the employer. Blame is wrongly placed by GAT on the DACA person, when it should be placed on legislators for failing to give proper guidance.
