cover the spending ALREADY in place. Of course, its never enough, but my reasoning is infallible.

You are saying that we would not, could not, spend something unless taxes cover it. How does one get as ignorant as you clearly are. Because we know GOV'T SPENDS, WHETHER TAXES COVER IT OR NOT.
