Asking someone to draft a letter attesting to facts, having that person respond that they could not do so because they didn't know the details..and having the matter dropped is NOT obstruction.

McFarland to draft an internal letter stating that Trump had not asked his national security adviser, Michael Flynn, to discuss sanctions of Russia with the Kremlin's U.S. ambassador, Sergey Kislyak. McFarland refused to write a letter clearing the president.
"McFarland declined because she did not know whether that was true, and a White House Counsel's Office attorney thought that the request would look like a quid pro quo for an ambassadorship she had been offered," the report says...."
