Asking someone to draft a letter attesting to facts, having that person respond that they could not do so because they didn't know the details..and having the matter dropped is NOT obstruction.

McFarland to draft an internal letter stating that Trump had not asked his national security adviser, Michael Flynn, to discuss sanctions of Russia with the Kremlin's U.S. ambassador, Sergey Kislyak. News accounts had revealed that Flynn had such conversations on Jan. 12 of that year, more than a week before Trump was to take office, and the same day that the Obama administration had announced sanctions in response to Moscow's meddling in the election.
McFarland refused to write a letter clearing the president.
"McFarland declined because she did not know whether that was true, and a White House Counsel's Office attorney thought that the request would look like a quid pro quo for an ambassadorship she had been offered," the report says...."
