NCAA could have hit MU with the low to mid-range of violations appropriate to the "unmitigated" range that would have been significantly less than what they did. NCAA's own guidelines specify that penalties be assessed from a "majority of the categories, which means at least 4 from the 7 categories. Instead, MU was assessed penalties from 7 of the 7 categories.
I personally think it would have been appropriate to exclude MU from scholarship limits and from post-season ban -- both penalties punish student athletes that weren't even at MU during the time of the infractions and have nothing to do with academic fraud.
