it's not tied into the homeowners, or an endorsement on the homeowners at all.
None of you big insurance carriers like State Farm, Allstate, Nationwide, etc. actually sell flood insurance.
It's all either backed by the government(a FEMA program) or done privately through some outfits like Lloyds of London(private flood is a very recent thing, its been FEMA-only for decades)
