California, NY, etc. at or near the top in total federal expenditures by state. You just like the per capita stats or percentage of revenue stats that skew the figures for less populated states, particularly those with large black populations relative to the total population of the state. That's where you get to put states like Alabama and Mississippi at or near the top.

Very misleading of course.
