Was a crime. Not turning over every single email that could have been official is a crime. She turned over quite a bit that we are aware of, but there was also a huge number of undisclosed emails that were destroyed by people in her employment. Destruction of official government correspondence is a crime. Exposing individuals to classified materials via her email that do not have the proper credentials, is a crime.
I could go on for days on this, but she most certainly could have and should have charged for this. It was a heinous abuse of her power and 100% illegal. People, good people, have gone to prison for far less than this. Some that didn't even act with intent. There was an abundance of intent here.
