He is biased, and willing to use the heavy hand of the federal government to batter those in his gun sights into mistakes he can then turn into a grandiose "lying to the FBI" charge. All charges against Trump associates are alleged process crimes, not a single charge of a single crime that predates the hoax. His method is to create enough noise to allow him to sell a conspiracy to those willing to believe, so he can continue the coverup.
