Is cooperating fully, and is considered a victim, not a criminal.
Lower standards must be applied. Even if it costs more manpower, more time away from fighting real crimes, and more money.
The public safety is less of a concern when allocating manpower to this farce, because the media will proclaim cops to be racist and homophobic if this self-aggrandizing little pansy Criminal is not handled with kid gloves.
