Not that you asked, but since we're on a message board...
There's a fine line between enticing private business (and the jobs that come there with it) to your area and being stupid about taxpayer money.
Not collecting $ as an enticement is one thing, spending $ as an enticement is where it gets dicey - depending how much and on what you spend, and what you expect as a community in return.
Not collecting $3B in revenue that you didn't have in the first place is a net zero for the local government. NYC was NEVER going to have that $3B...because if they didn't offer the tax break...they weren't getting amazon.
Spending $3B is an entirely different thing.
