It would be like him (personally) paying for the Enquirer to quash stories.
Without seeing a copy of a canceled check, I would tend to believe that it was: 1) purchased by the trump organization (or one of the golf courses) as a business expense; or 2) purchased by the inauguration committee (appears to be huge slush fund.)
Given the two year track record, such claims really can't be accepted at face value.
