insatiable desire some men and women have to control others, it is only logical there is a "deep state" apparatus that protects its own. And it cares not who or what it may damage or destroy along the way. It can always be framed in some cliche like "common good".
The beauty of it is they don't need coordination, they act to protect their own space or they just know what the boss wants without being told.
