Those are different terms.
Also, the EU is an example of a federal government (i.e. federation of sovereign states). The sovereign states in the EU have granted limited powers to the EU govt.
I agree the federal govt created as the EU is not a sovereign state, just like how the federal govt of the United "States" was not created as a sovereign state itself.
