i have no idea mueller's involvement in fisa applications prior to his becoming director.

my experience with law enforcement is that it will exploit existing/perceived weaknesses to the best of its ability...professional witnesses whose primary goal is securing convictions, not pursuing truth or justice. and they are usually trained and/or guided by prosecutors. in theory (and i suspect reality), the doj is the best at toeing that line. nothing would be especially surprising. there's lots of intentionally gray area.
