Ca, NY wouldn't be complaining, demanding changes if they didn't realize the threat of losing the rich people they royally screw over to fund their socialist dem state govs.
Trump's willing to deal on anything, if it might give him something.
That doesn't mean he's just going to repeal it. Until he does, a lot of rich people will flee those states.
NJ raised their taxes, lost their richest resident. that one man, caused them to lose 300 million in state taxes.
