responsibility or state and whether it's practical/required/silly to have some areas along certain borders have a physical barrier.

I'll buy the constitutional angle that the federal gvmt wasn't empowered to manage "immigration", but I struggle with the position that the US federal gvmt isn't responsible for preventing potentially quite harmful people from freely entering.
