If your racism was limited to simply holding bigoted opinions, then you're correct you aren't directly hurting anyone. But if those feelings lead you to make decisions on, let's say, who to hire based on race then yes, you could be hurting someone. Directly or indirectly. If someone works in a town which is comprised by racists and can't get enough work to feed their family because the racists who live there refuse to hire him/her. Then those racists are affecting that person in a negative way. (Sorry that's sloppy and thrown together I'm about to leave work for the day)
So it depends on your position and how your racism manifests itself.
