Legacy of Ashes is a really good book about the CIA. It describes how they have suffered numerous intelligence crises for various reasons. Sometimes, it's a limited source population and they trust a guy who turns out to be a liar. Other times, it's succumbing to political pressure because they're afraid of funding cuts. Sometimes, it's actual funding cuts.
