"leaders" and pols always think we should have a foothold somewhere, ANYwhere, should we need it. I've yet to near a coherently rational scenario in which we either might need it or that the cost is not FAR greater than any possible thing we could get back for it. Also, since pols have taken that position for nearly a century, the next pol thinks if he doesn't also he'll look bad. And who wants to be known as a leader who didn't try to "do" something to "help"
