It is ANY action or comment that will inconvenience, speak in an uncomplimentary way, or negatively impact the life of ANY minority, in ANY way possible.

To date there is absolutely no example one could give for this absurd situation that has not already happened in real life.

And these people still get to vote and run for office. WHAT were the Founders thinking of. Such inattention to detail.
