"I can see the shutdown lasting months or even years" with hundreds of thousands of American's who are hanging on those words, that's being held hostage.

Those who needed to make money had to make the decision to quit or work part time jobs. Many did both.

Federal government employees cannot strike by Federal Law. So (especially those being forced to work as they were deemed "essential") had no choice but to continue to work or quit. Again, being held hostage.
