The allegation is that he lied about shared POLLING data with a long time (since 2005) employee of his who happened to be a private Russian citizen (Not a Russian gummint official as you suggest)

Sharing that data is not against the law... lying about it is. Manafort's defense is that he didn't recall discussing it with the employee, not that he lied about it.
