it has a bigger impact and they wind up paying on every dollar, not shielding some in tax-free investments and assets that get tax credits or shelters. As a percentage, everyone is equal. As a raw dollar amount, the wealthy continue to pay the lion's share. From the regressive/progressive viewpoint, it'd be considered regressive.
