Some of them to truly server and protect...many of them because it gives them the power.

I think over time, they likely see enough criminal behavior by blacks, and probably have plenty of close calls with blacks that the biases increase. It probably goes over the edge for many of them, and they also know they have the defense of the government behind them,

they are also taught strongly about use of force.

finally, with our country being much more involved in wars the past 20 years, many of them are veterans that take police action as military action and see the people as the enemy.

I think this happened to the guy that killed McDonald here in Chicago...there were some good stories on how police work in gang area (where he was probably seeing a person killed darn near every day) and the emotional toll it took on him. It is sad his superiors did not note that and maybe give him a different role for a while.
