Why? The employees all know the dirty little secret. Namely, they won't ever be fired, they'll never face downsizing, or a performance review.

So, they never bother saving. They spend every dime they make , dependent on the next check always arriving for the rest of their entire existence.

No need to save, when permanently on the govt payroll.
