The Dems are putting forth legislation with $5 B in border security and you say "no upside to legislation". One day it is a state of national emergency regarding border security and the next - if he doesn't get his great wall of Trump, there is no upside?

Border agents, judges, higher tech, Drones all more effective at reducing illegal crossing, as well as human and drug trafficking, but that was never the point was it?
Had the issue been that pressing, the GOP would have done it when it had the votes.
