First, we don't know how many Illegal immigrants there are in this country so using a per capita is crazy. Hell it could be less, but it could be more.

Second, their only going off the number arrested in Texas. Again, we know every illegal has committed a crime so that number should be 100%

Lastly, I guess we assume that all illegals stay in the border towns for them to compare them to bigger cities.
