For everything from military procurement to janitorial services? I suspect you do not.

I also suspect you don't not have a clue as to what they refer to as differnt colors of money within the government. Short story is it allows the procurement and government oficial to do different things with the money.

Contractors, which you still need to define, but by traditional definition are not being hurt. What you are starting to see is that DCMA inspectors (look it up) are not available to give Eagle Certification and the FAA is not available to give 8130 tags. But guess what,as a contractor we are still
