The CA law does not stop people from buying puppies from a breeder...whether that breeder is a puppy mill or not, or if the breeder is in state or out of state.

If someone wants to buy a puppy, they will buy a puppy and bypass the pet store rescue dog. And there will be plenty of breeders who will ship the puppy directly to the buyer, just as they did when it was a pet store making the purchase.
