As race and culture are very much confounding factors. I would say culture has a bigger effect on people than race does.

At the same point, how can you say they are the same since there is incredible variation within each race (also within each culture)

I also think IQ is a poor indicator of how good or bad people are.....people don't pay for IQ..they pay for the products that they produce..so it is more based on talents vs IQ
