the DOJ. Sessions had to recuse himself due to the fact that he, too, lied about Russian contacts (of which he had several).

Rosenstein chose to appoint the SC so there was no appearance of impropriety in the DOJ.

The SC investigated Flynn because of his lies about contacts with Russians. They didnt appoint a SC simply to investigate Flynn.
