SANFORD, N.C. (WNCN) - Harnett County sheriff Wayne Coats has asked the SBI to investigate a use-of-force arrest that was posted to social media.
Coats and District Attorney Vernon Stewart made the formal request a day after the video was posted to Facebook.
Coats has put one deputy on leave pending the investigation.
The video was posted to Facebook Monday afternoon by user "Yfn Stack" with a caption reading:
"Harnett County NC cops always messing with my family leave them alone #policeharassment he slammed her because she was recording them.. she’s only 14 years old"
The video appears to show a confrontation between two Harnett County deputies and two other people while an arrest was being made.
A female is taken down by a deputy and kicks her phone towards the person recording the incident.
A deputy then comes after the person recording after they appear to reach down for the phone.
"They have nothing against me, so for them to tackle me for recording is absolutely wrong," said Aumbria Urban.
The 17-year-old said she took the video. She's a high school senior and said 14-year-old sister was the one who was tackled.
"They told me I could step away from the car, that I'm good, so I started recording," Urban said. "And after they searched down my sister, she also started recording. ... She's 14, and being tackled like that by a grown man is just, like, it was hard for me."
The sheriff's office said the incident shown in the video followed deputies responding to a complaint of illegal drug activity with one person being armed with a handgun.
Around 10:40 a.m., a deputy located a suspect vehicle on Winding Ridge in Sanford. A male seen in the driver's seat matched the person described in the complaint, the sheriff's office said.
"When the deputy approached the vehicle, the smell of marijuana was detected coming from the passenger compartment," the sheriff's office said in a statement.
"All the people out there started yelling at the sheriffs, being uncooperative. I stood here and watched it in my front yard," said a neighbor who told CBS 17 he called 911. "They did what they're supposed to do. They handled it. They didn't do anything out of disrespect."
There were four people in the vehicle and all were detained.
"I was just scared. I was trying to cooperate with them as best as possible," Urban said.
The sheriff's office said the 17-year-old who was in the driver's seat had outstanding criminal arrest warrants against him.
The deputy discovered a handgun under the driver's seat, the sheriff's office said.
The 17-year-old was arrested and charged.
The sheriff's office said a small amount of marijuana was found on a female who was in the vehicle.
"The incident is being looked into and we will have additional details/information at conclusion," the sheriff's office said.
CBS 17 will update this story as it develops.
