In my opinion, and I could certainly be proven wrong

There are about 5-7 programs operating completely outside the scope of NCAA guidelines and with an expectation of impunity. Its not nearly as widespread as most would have you believe. There are exceptions to those 5-7 programs that dabble in it, and they almost always are eventually singled out and hammered for doing so. But by and large there are a select group of program who have built up an infrastructure to operate entirely differently than all other programs but attempt a guise of a level playing field. And for those 5-7 programs, its the way of life and essential to how they operate. The gap between those renegade programs and real programs in terms of how they operate is vast.
