There are any number of reasons he could want her to not talk, which have nothing to do with politics.
Mueller and his team have offered no evidence of Trump's motive, which means nothing to support a conviction.
If they can't prove by admissible evidence, that money was offered to not influence the election, there is no evidence to support the alleged crime; however, there is still the little matter that paying someone to not influence an election is not a crime.
