by government action, but the details could be accomplished on a free market basis.

For instance, they could guesstimate some sort of economic cost to the environment from the plastic pollution & then charge (taxes or fines?) companies (&/or countries) something that approximates the costs.

Companies could decide whether to change to other packaging or institute some sort of deposit system of their own depending upon the economics involved.
