You own a track of income generating land. Adjacent to the track is other land. An endangered species lives on the adjacent track of land, but does not currently live on your land. The endangered species may at some future time move onto your land. The designation forces you to change the use of your land and thereby prevents you from continuing to generate income from it.
Given those facts, does the Federal Government have the right to designate your land as habitat for the endangered species?
