The last thing Mueller wants is a transparent process, one that includes demands of discovery by the defense team. This is exactly what Trump wants. The only thing that impedes him declassifying the Page FISA and exposing all of the Obama Admin's scandalous scheming is the threat of an obstruction charge or accusation. Mueller's primary roll is to keep the scheme to elect Hillary and thwart Trump under wraps.
