Like, for example, how much a team is penalized. If they see a play that could be a penalty or not, knows the team is penalized a lot and decide ok, it must be a foul from THIS team, and blow the whistle.
Still trying to find rationale for so many of our penalties. And no, yesterday's game was NOT decided by penalties.
