The person who took the picture (and posted it on his business website) certainly didn't ask the kids to give a Nazi salute... DO you think he is lying?

The picture was of children waving. One of the children said he 'believes' some of the kids were not...

Why does he 'believe' that?
Who does he 'believe' that about?
What is his motivation for 'believing' that?

Please explain why this message is being reported.
