but lets look at the analogy

Dog comes in with two broken legs, guts hanging out
and a medium laceration on its back.

The defendant (in this case the Trump analogy) sutures up the laceration on the back and starts antibiotics but leaves the patient overnight and it dies.

While the defendant can argue semantically that he took
action- he can not argue he did everything that was explicitly promised "to save the dog's life"
