Maybe Mark Smith cleared because MU closer than U of IL

Even though he was from IL, Columbia is a little closer to where Mark Smith is from than Champaign-Urbana. Granted, only very slightly, by about 15 minutes or so less driving, but they have granted waivers based on going to a closer school to home before.
