Simpson testified behind closed doors earlier. One of his conditions was that no transcript be kept and he not be sworn in to testify under oath. Congress agreed to these stipulations, because they hoped to get to the bottom of the scandal. What has changed is that a good amount of documentary evidence has come to light and others have come forward to share a bit here and a sliver there. However, the big change is that both Rosenstein and Baker have flipped, Congressional Pubs know what Trump knows and now Simpson's part in the conspiracy puts him in criminal jeopardy. The last thing he wants to do is testify when most of the facts are already known to the Pubs on the committee.
