You see the EPA is NOT one of our three branches of government. They do not get to make and enforce new laws. Despite what Obama believed he also did not have that power.

That is what Kavanaugh meant by statutory power. Go back to seventh grade civics and actually stay awake this time and you may be able to learn these simple concepts.
