afghanistan this is the rules of engagement we operated under: we could only engage if and ONLY if collation forces were being targeted. meaning if our aghan counterparts were being attacked we could not intervene. the pols in charge were trying to make it an afghan war, rather than an US/coalition war.
but the insurgents were making it a proxy war. 99% of the insurgents we captured were NOT afghans. they were mostly Pakistani and Chechnyan where i was.
my job while there was to help afghan prosecutors build cases and prosecute insurgents that were captured so instead of just treating them as POW's they would be treated as criminal investigations.
you might be able to imagine how difficult my job was when we, as coalition forces, would have eyes on, via PTDS etc, attacks of Aghan counterparts and we stood by and did nothing.
as an aside i introduced a SEAL team to the Ghazni Provincial Gov and Police Chief and the SEAL team commander told them that they operated under different ROE than everyone else and the Chief got up and kissed him. the SEAL team commander's exact words were, "think of us as your attack dogs".
this was great. but very limited.
in the grander scheme, we let our Aghan allies get slaughtered.
there is no winning in Afghanistan under the current ROE.
just my opinion but afghans respect power. most aghans in my experience don't really care who is leading them just that they are left alone. they will follow whoever is in charge and projecting power.
our ROE has hurt our chances of actually leading in Afghanistan.
it was doomed to fail.
as another aside my military counterpart was given an order to send me to special forces A team and he refused and said he needed me.
two days later the A team I was supposed to be attached to was pretty much slaughtered. only 2 survived. so I got lucky to be somewhat needed in other places. at the time I was ****ed b/c I really wanted to go with the Spec Ops guys. in hindsight i was very thankful that i didn't get what i wished for
