not the accused, right?

Asking for details is standard in any investigation. By your definition of ‘blame the victim’ every time the police interview a victim they are blaming them. If we are not allowed to ask victims for details of the crime how do we proceed? Do we simply assume guilt in every case and lock up the accused?
