What was Kavanaugh's exact testimony to Congress?
And the "discussions" that you allege Kavanaugh lied about took place when, with whom and exactly what was said?
You're making a general assertion and you are not giving sufficient facts to allow a reasonable person to make a reasonable judgment as to what happened. And that's the first requirement.
Only after one has that knowledge can one address your question. I.e. did Kavanaugh participate fully in the discussions of what was allowable when questioning prisoners or did he have a conversation with a friend at at happy hour after either fits you factual description or something in between.
Sloppy and incomplete thinking strikes again.
