Unmentioned by most is that Mid-Continent Nail is a vertically integrated Mexican company that used Mexican steel they produced to make the nails.
Nails are nails.... they either buy US produced nails that had a tariff on the raw material or they buy foreign nails that paid a higher tariff because it was based on the finished nail's cost.
I doubt that Mid-Continent was exporting many nails (and it they did, they can get a refund on the duty paid via a 'Duty Drawback')
