written in July. Team trump waited until they needed to change the news cycle to release it as they plan to do with the others.

Two things.

1. If you are using the removal of clearance to change the news cycle, then there is no security risk.

2. This administration has no positive option (to change the news cycle), only ones which make them look bad.
